CBN Sets N15bn Minimum Capital Requirement for Dollar-Backed Stablecoin Issuers in Nigeria

Nigeria’s Central Bank (CBN) now requires companies seeking to issue foreign currency-backed stablecoins, including dollar-backed USDT and USDC, to hold at least N15 billion in paid-up capital. The requirement appears in a 169-page regulation on non-security virtual assets issued on November 5, 2026, and signed by Musa Jimoh, director of the CBN’s Payments System Policy Department. The rules cover reserves, liquidity, redemption, cybersecurity and customer protection, while requiring operators to meet anti-money laundering and counter-terrorist financing obligations. They apply to regulated activities conducted in or from Nigeria, directed at Nigerians, or capable of materially affecting the country’s payment system.

Power outage: TCN disputes Ikeja Disco’s claim of grid instability in Lagos

The Transmission Company of Nigeria (TCN) disputes Ikeja Electric’s (IKEDC) claim that outages on November 3 and 4 were caused by grid instability. TCN says reduced supply resulted from lower generation, citing gas constraints at thermal power stations and reduced hydroelectric output, as explained by system operator NISO. Of interruptions on feeders serving IKEDC on November 1 and 2, 68% were frequency-control load shedding due to low generation, 26% involved IKEDC’s network faults or failure to follow allocations, and 6% were related to TCN maintenance or transmission limitations. Among 46 interruptions on the 33kV feeders cited by IKEDC, 29 stemmed from low generation and 14 were attributed to IKEDC.
