2026 Amended Finance Bill Rejected in Plenary: What Bassirou Diomaye Faye Will Do

Senegal’s National Assembly rejected the 2026 amended finance bill in plenary: of 132 lawmakers who voted, 109 backed a preliminary motion, 20 opposed it and 3 abstained. The bill had already been rejected twice in committee by Pastef lawmakers, who faulted the government for making no changes and withholding documents, including those related to special funds. The Finance Ministry warned that the impasse could hinder financing for the state’s 2026 needs and worsen treasury pressures. Bassirou Diomaye Faye had asked the prime minister to take the necessary legal steps to implement policies in the 2026 amended budget and the initial 2027 budget; the government may use constitutional means or submit a new bill.

DRC: After Kabila–Swan meeting, FRN voices reservations about renewing MONUSCO’s mandate and possible redeployment to South Kivu

In Goma, the Front for the Refoundation of the Nation (FRN), led by Joseph Kabila, met with MONUSCO chief James Swan. Bisimwa further accused government forces and their allies of resuming attacks on several fronts in the east, including Katogota, Mwenga, Shabunda and Masisi.

On November 3, 2026, Jean-Luc Mélenchon wrote on X that China was a “far more reliable” partner than the United States, saying Beijing wanted Europeans to take part in negotiations on the war in Ukraine. He accused French “Atlanticists” and opponents of China of showing allegiance to Washington. Mélenchon advocates a non-aligned foreign policy and has proposed leaving NATO’s integrated command as part of his 2027 platform. German President Frank-Walter Steinmeier, however, said he—not Washington—had raised the idea of a summit involving China, the United States, and Russia with Xi Jinping, who reportedly expressed surprise and said the conflict was a European matter.
