300 million via Wave and Orange Money, 1 billion taken… Laye Mbengue has finally been caught

The Faidherbe Research Brigade arrested Ndiokhor Laye Mbengue, who had been wanted since February 2026 after the arrest of his alleged accomplice, Lamine Ndiaye. They are implicated in the fraudulent sale of a 1,247-square-metre plot in Dakar’s Almadies district to Serigne Mbacké Kébé, manager of One Plus One, for 1.375 billion CFA francs. Most of the land documents presented were authentic, while the identity card used in the transaction had been falsified by substituting a photograph. Investigators suspect complicity within land administration services; Mbengue was also wearing an electronic tag after a conviction in a similar case.
