Russia: Kyiv says it has put 15 of Russia’s 38 major refineries out of service

Ukraine’s Main Directorate of Intelligence says 15 of Russia’s 38 major refineries were out of service at the end of September 2026, while 12 others had reduced production. Moscow and independent sources have not confirmed the figures, which Kyiv attributes to its long-range strike campaign and says have caused more than $23.2 billion in losses to Russia’s economy. Refineries in Omsk, Achinsk and Khabarovsk remain operational and are said to account for about 24% of Russian refining. Ukraine’s president said he was prepared to suspend the strikes if the Kremlin stops targeting Ukrainian energy infrastructure.
