9 in 10 counties breach salary expenditure law

Homa Bay and Taita Taveta counties spent 63% of their revenues on salaries, exceeding the legal limit of 35%. In total, 42 out of 47 counties breached this law, with salary expenditures reaching Sh171.36 billion against total revenues of Sh386.59 billion. Only five counties, including Tana River and Kwale, complied with the Public Finance Management Act's salary cap.
