Togo abolishes Certificate of Pedagogical Aptitude (CAP) exams

Togo’s ministry responsible for national education has abolished the Certificate of Pedagogical Aptitude (CAP) exams through an order signed on October 23, 2026, by Minister Mama Omorou, repealing the 1978 rules governing the certificate. Exemptions allow some holders of the first-degree CEAP to sit the corresponding CAP, as well as certain civil servants teaching specific subjects at the second level, subject to diploma requirements. The reform raises questions about how teachers’ skills and career progression will be recognized if no new certification route is established. It comes as Togo recruits teachers and considers creating an agency to oversee professional certifications.
