Togo: 20 companies receive more than half of the tax benefits granted by the state

In 2025, the 20 largest beneficiaries received 52.83% of Togo’s tax expenditures, which totaled 174.7 billion CFA francs, according to CONEDEF. Lomé Container Terminal received 25.4 billion CFA francs in tax benefits and ASKY 15.8 billion; exemptions accounted for 90.1% of the total cost. Tax expenditures rose 6.4% year on year, with increases in corporate income tax and business license relief, while VAT relief declined. The 2027–2031 revenue mobilization strategy calls for rationalizing these benefits, as the government targets more than 2.1 trillion CFA francs in tax revenue in 2031.
