Measures to Move from Flood Management to Hydrological Resilience

Oumar Ba urges Senegal to move from reactive flood management to a national policy of hydrological resilience, making water a central consideration in territorial planning. He argues that the many ministries, agencies and local authorities involved must not allow responsibilities to become diluted, and cautions that creating another authority would not by itself improve coordination. He proposes an arbitration framework based at the Prime Minister’s Office to align priorities and monitor commitments, alongside national coordination and technical expertise. The aim is to turn prevention, responsibility and solidarity into concrete decisions, investments and measurable results.

Field observations also noted accumulated waste, foam, murky water and colored effluents near some industrial facilities in Oujda. The study also identifies potential pollution sources on the Algerian side and says further investigations are needed to establish responsibility.
