Protocol on the FDLR: 'Rwanda is creating obstacles,' Kinshasa accuses Kigali before the UN and reaffirms its commitment to the Washington process

The DRC, through its UN ambassador Zénon Mukongo Ngay, condemned Rwanda's claims of collaboration between the Congolese army, FDLR, and Wazalendo. He stated that the FDLR are Rwandans who fled their country after 1994, not Congolese. Kinshasa is still working on disarmament and repatriation efforts despite obstacles allegedly created by Rwanda, as reaffirmed in the context of the Washington process.
