Togo: WAEMU bets on local phosphate processing to reduce fertilizer imports

Togo is among the countries selected to host one of four phosphate-fertilizer industrial hubs under WAEMU’s regional plan for 2026–2030. The program предусматриes CFAF 1,452.5 billion in investment, including CFAF 1,191 billion expected from the private sector, to process phosphate locally and reduce fertilizer imports. Togo still exports some phosphate in raw form; agreements signed in 2023 with Morocco’s OCP were intended to pave the way for a feasibility study for a local plant. In the second quarter of 2026, phosphate generated CFAF 46.7 billion, or 15.8% of Togo’s exports, while the regional plan targets 50,000 formal jobs a year.
