ARSP: Miguel Kashal Katemb’s allies dispute Ted Beleshayi’s claim of 80 certificates

The communications unit of Miguel Kashal Katemb, former director general of the ARSP, disputes current director general Juan-Ted Beleshayi Kasanda’s claim that 80 certificates were issued between 2020 and 2025. In a statement signed by Trésor Mwaka, it says certificate numbering rose from 4,100 in January 2023 to 16,800 in February 2026, suggesting that more than 12,000 documents were issued during that period. The unit also says the ARSP database grew from 4,000 subcontractors in 2023 to more than 16,000 in January 2026, and asks Beleshayi to identify the source of his figure.

Miguel Kashal Katemb’s communications team is asking ARSP Director General Ted Beleshayi to publish the names of companies that allegedly received $20 billion in subcontracting contracts improperly, according to remarks he made during a live X Space on October 20. The former director’s associates reject the allegation that the ARSP operated as a racketeering group under Kashal, saying no extortion was tolerated and that inspectors followed ethical and professional standards. They note that Kashal did not publicly accuse his predecessor, Ahmed Kalej Kand, when he took office in 2022, and call on Beleshayi to show restraint and ensure continuity in public service.
