China, led by Xi Jinping, is pursuing an open and inclusive AI strategy, focusing on open-weight models like Kimi K3 from Moonshot AI and GLM-5.2 from Z.ai. The establishment of WAICO in Shanghai with 29 founding countries aims to involve developing nations in shaping global AI governance. At the WAIC conference in Shanghai, China expressed its goal to become a leading influence in setting international AI standards and rules, moving beyond just catching up technologically with the US.
