Benin: 32-year-old woman rescued after falling into a well in Parakou

A 32-year-old street vendor identified as S. F. was rescued after falling into a roughly 10-meter-deep well in the Thian neighborhood of Parakou. Alerted at 4:52 a.m., Benin’s Civil Protection Agency responders found her at the bottom of the well, which held nearly four meters of water, and brought her out alive using rescue equipment. She was suffering from the cold but had no apparent injuries and was taken to the emergency department of the Borgou Departmental Hospital. The agency urged residents to cover and secure wells and other dangerous structures and restrict access, especially for children.

Police monitor anti-foreigner tensions and election disinformation ahead of Wednesday’s vote

Police and the national NATJOINTS structure are monitoring anti-foreigner tensions, public-safety threats and election disinformation ahead of South Africa’s local elections on November 4. The Centre for Analytics and Behavioural Change identified 79 potentially harmful posts between October 22 and 29, mostly on X, involving claims of election rigging, foreign nationals and calls for action at voting stations. The posts drew about 546,600 views; CABC classified 51 as mis- or disinformation, 33 as hate speech and 12 as incitement to violence, with overlapping categories that are not legal findings. In Cape Town, the City rejected a fabricated list of municipal employees that could expose them to intimidation, harassment and threats.

Eastern DRC: Attacks blamed on the ADF trigger new displacement in Lubero and Mambasa territories

Two attacks attributed to the ADF in Mabutua, Ituri, and Makumo, North Kivu, have triggered further population displacement. Since October 25, residents of mining localities including Mabutua, Lubumbashi, Bilulu and Maikengu have fled toward Kambau and Njiapanda; Kambau is hosting displaced people from several villages, who have received no assistance. In Makumo, suspected ADF fighters were repelled by the FARDC and wazalendo, but the attackers were reported present again on October 28. Civil society has urged residents to remain vigilant and cooperate with security forces, as questions persist about the effectiveness of the joint DRC-Uganda Operation Shujaa.
