The Benin Council of Ministers, convened on October 7, 2026, under Romuald Wadagni, eased the rules for allocating social and economic housing. All civil servants, public agents, private sector households, traders, artisans, private employees, and liberal professionals can now qualify, regardless of income or property ownership. These changes affect the 20,000 housing program, including 10,849 units in Ouèdo, with sales starting in February 2025, allowing for outright purchase or rent-to-own options, and expanding eligibility to the diaspora and retirees.
