Benin: Luc Gnacadja cuts operating expenses at Cotonou City Hall

Cotonou’s municipal council unanimously adopted a 2027 preliminary budget of 72.4 billion CFA francs at sessions held on October 30 and November 2, 2026, chaired by Mayor Luc Gnacadja. More than 74% of planned resources are allocated to investment, up 47.54% from the previous year, while operating expenses fall by 6.44%. The first budget of the 2026–2033 term must still receive approval from the prefectural supervisory authority before it can be implemented. Council members also reviewed an Inspectorate General of Finance report on non-tax revenue from 2021 to April 2026; it issued 48 recommendations, and the mayor was authorized to implement and monitor them.

President Cyril Ramaphosa rejects claims that the ANC is in decline, while election officials say voting is proceeding smoothly despite long queues at some polling stations.
