Oregon school shooter was former special needs student, police say

Sixteen-year-old Griffin J. John II killed three children and a teacher in a shooting at Silver Rail Elementary School in Bend, Oregon. Police and school officials said he had formerly been a special-needs student at the school, although he was not enrolled in the local public school system at the time. Police said he fired as many as 15 shots from a 12-gauge shotgun before Kaylub Giamanco, a father of two pupils, shot and killed him; a teacher who threw her phone at the gunman and tackled him was not injured. Investigators are still trying to determine how the teenager obtained the weapon.

About 3,000 vehicles have been towed, while 20,000 taxis are registered out of the 35,000 expected. At Mvan junction, passengers face long waits of up to three hours as the reduced taxi supply slows travel across the city.
