CA Directs Telcos to Send El Niño Alerts to All Subscribers

The Kenya Communications Authority (CA) has ordered telecom companies to send government-approved emergency SMS messages to all active subscribers as part of preparations for El Niño rains. The directive temporarily exempts these emergency messages from opt-in and opt-out requirements, ensuring they reach all users regardless of promotional message preferences. The messages are part of a National Early Warning System (NEWS) simulation scheduled for October 2, 2026, to disseminate public safety alerts and disaster preparedness information related to El Niño.
