A Human Rights Watch report released on June 10, 2026, documents a campaign of forced recruitment and abusive detention of thousands of civilians and former soldiers by Rwandan military forces and the M23 armed group in North and South Kivu provinces of the Democratic Republic of Congo between mid-2024 and December 2025. The report, titled 'Death Was Everywhere', details murders, torture, corporal punishment, forced labor, and use of child soldiers, calling these abuses war crimes and possible crimes against humanity. It is based on 102 interviews with former detainees, witnesses, and UN, military, and diplomatic sources.
