A bill presented to the National Assembly’s Committee on Economic and Financial Affairs on November 4 seeks to ratify the August 5, 2026 ordinance on the fourth phase of tariff dismantling between Côte d’Ivoire and the European Union. Effective January 1, 2026, the phase extends customs exemptions to 1,074 tariff lines, bringing the total covered to 4,459. The resulting state revenue losses are estimated at 45.44 billion CFA francs in 2026. Finance and Budget Minister Adama Coulibaly backed the measure as a way to strengthen the country’s economic partnership with the EU.

Oramah called for stronger African financial institutions, more local-currency financing, expanded PAPSS and effective implementation of the AfCFTA, alongside investment in energy, data centres and critical-mineral processing. Event chair Bola Adesola stressed preparation for disruptions, while AELEX founding partner Fubara Anga urged state and local governments to take a greater role in attracting investment.

Speaking at an investor engagement organized by Aztran on Lagos Island, he cited the rollout of 11 Oracle ERP modules, which he said improved accountability and internally generated revenue, as well as the state’s rail projects. Hamzat said Lagos was reviewing waste collection funding so private operators could receive direct government payments, while subsidies would continue. Aztran Co-Managing Partner Victor Aluyi urged investors to mobilize capital to address infrastructure funding gaps in transport, power, housing, waste management and logistics.
