Creation of the New Electoral Body: PEC-CI Denounces Its Exclusion from Consultations

On October 16, 2026, Yao Rémi Ebrin, chair of the board of the Plate-forme pour l'Engagement Citoyen de Côte d'Ivoire (PEC-CI), denounced his organization’s exclusion from consultations by the Ministry of the Interior and Security on creating a new electoral body. PEC-CI asked Minister General Vagondo Diomandé to clarify the criteria used to select the civil society organizations invited to take part. It said excluding actors involved in recent electoral processes could undermine inclusion, transparency, and public trust. To support its request to participate, PEC-CI said it had deployed more than 715 independent observers accredited by the Independent Electoral Commission in previous elections.

The ADC says the gap amounts to nearly a quarter of the 2026 federal budget and is demanding a full reconciliation, details of oil-backed loans and pledged crude commitments. It also wants updated net reserve figures and evidence that higher revenues are improving healthcare and education.

After Macky Sall announced his withdrawal from the race for UN secretary-general, Seydi Gassama, executive director of Amnesty International Senegal, said the former president knew he would not receive African Union support. Gassama recalled the AU’s commitment to regional rotation and said Sall’s record on human rights, democratic governance and financial management was a major obstacle. If confirmed, the withdrawal would be a “crushing failure” for Sall and the states that backed him, he said. Gassama praised efforts by victims of the former regime and their supporters, saying the episode should warn leaders who violate rights and good-governance principles.
