He justified the exclusion of AFC-M23 by the nation's disapproval of those waging war against the Republic. Nevertheless, he announced that a path to reintegration would be opened for rebels who sincerely renounce violence. The AFC-M23 coalition rejected this perspective, asserting that the crisis cannot be resolved through political compromises.
