Senators began reviewing the 2027–2030 military programming bill at a plenary session on November 6, 2026, chaired by Jean-Michel Sama Lukonde Kyenge. The Senate president referred the bill to the Defense, Security and Border Commission, which has five days to submit its report before plenary consideration. Adopted at first reading by the National Assembly, the bill aims to plan funding, equipment and modernization for the DRC Armed Forces (FARDC) and provide a legal framework for the war effort. It is intended to replace the 2022–2025 military program, which expired the previous year.
