DRC: Kalev Mutond, former head of intelligence and confidant of Joseph Kabila, has died in Paris

Kalev Mutond, former head of the National Intelligence Agency (ANR) and confidant of former President Joseph Kabila, died in a hospital in Paris at age 69. He had been in Paris for nearly a year receiving treatment, with his condition worsening in recent weeks. Mutond, who led the ANR from 2011 to 2019, was subject to US sanctions and European restrictive measures for human rights violations, including arrests, torture, and abductions. After several months in exile, he returned to the DRC in August 2022, and the arrest warrant against him was lifted in August 2023.
