Eastern DRC: Failure to Respect Ultimatum for Rwandan Troop Withdrawal

On June 4, US Secretary of State Marco Rubio expressed hope that Rwandan troops would withdraw from Congolese soil by mid-July. As of July 15, no withdrawal of Rwandan Defense Forces had been officially observed in areas controlled by the AFC/M23. Fighting continues, and Kinshasa and Kigali accuse each other of not honoring their commitments. The peace agreement signed in Washington provided for Rwandan withdrawal and Congo's neutralization of the FDLR rebels.
