Eastern DRC: International Contact Group urges government to set clear action plan and timeline for implementing FDLR protocol

The International Contact Group for the Great Lakes region, chaired by France, voiced concern over ongoing fighting in eastern DRC and the suffering of civilians. In a joint statement published on October 30, 2026, eleven countries and the European Union urged the parties to honor the Washington and Doha diplomatic initiatives and UN Security Council Resolution 2773, which calls, among other things, for Rwandan forces to withdraw and end their support for the M23. The group called on Kinshasa to publish a clear action plan and timeline for disarming, demobilizing and reintegrating FDLR groups. It also urged the parties to observe the ceasefire agreed in Doha on July 19, 2025, and warned that the growing use of drones is harming civilians and humanitarian workers.

Thousands rally in New Delhi to demand India’s election chief resign

Thousands of people marched in New Delhi demanding the resignation of Chief Election Commissioner Gyanesh Kumar over changes to voter lists. Rahul Gandhi led Sunday’s demonstration, organised by the Indian National Congress and its allies, who say the revisions benefit Prime Minister Narendra Modi’s ruling party. Opposition parties say more than 130 million names were removed, disproportionately affecting Muslims and other minorities; the Election Commission denies favouring any party and says voters wrongly removed can register again. Authorities deployed police and announced traffic diversions ahead of the rally at Ramlila Maidan, while the BJP accused the opposition of undermining democracy.

COP17 Biodiversity: Global Agreement Seeks to Revive Nature Protection, but Is Deemed Insufficient

States meeting in Yerevan, Armenia, adopted two texts after two weeks of negotiations at COP17 on biological diversity, during the night of October 30–31, 2026. The first seeks to accelerate implementation of the Kunming-Montreal Global Biodiversity Framework, whose 2030 targets—including protecting 30% of land and sea—are largely behind schedule. The second addresses funding for those goals, but how contributions should be shared among countries remains contentious. French minister Monique Barbut and environmental NGOs welcomed the agreement as a positive signal while saying it falls short of what is needed, including on harmful environmental subsidies.
