Ethiopia: Towards an Executive Presidency with Enhanced Powers

Ethiopia is considering a constitutional reform to merge the roles of Prime Minister and President, creating an executive presidency. This proposal received broad support during a national dialogue involving around 4,000 delegates and could be presented to Parliament in October. Prime Minister Abiy Ahmed, in power since 2018, would be the main potential beneficiary of this reform, which aims to strengthen national unity.
