Hannah Dugan, 67, a former Milwaukee County Circuit Court judge, avoided prison on Wednesday and was fined $5,000 for helping a man evade immigration agents. In April 2025, she directed ICE agents to the chief judge's office and led Eduardo Flores-Ruiz out through a private door, but he was caught outside the courthouse. U.S. District Judge Lynn Adelman cited her decades of public service in deciding against prison time. Dugan said she did not act maliciously but to maintain courtroom safety.
