Benin’s 2027 budget proposal aims to strengthen municipal financing through the operationalization of the Communal Investment Fund (FIC) and the economic division of the territory. These mechanisms are intended to help local authorities diversify funding beyond state allocations and finance major projects. The FIC’s creation and statutes were approved by the Council of Ministers on September 17, 2025, as part of an initiative launched that year. The budget totals 4,757.029 billion CFA francs, with projected economic growth of 7.5% and a deficit of 2.8% of GDP.
