Morocco’s 2027 draft finance bill projects 195 million dirhams in revenue from gambling: 90 million from mutual betting, 80 million from the lottery and 25 million from SOREC profits. Of that amount, 170 million dirhams will go to two special Treasury accounts for mutual betting and the lottery to fund targeted spending. The government also proposes amending Article 228 of the General Tax Code to allow undeclared gambling winnings to be taxed ex officio, subject to parliamentary approval. The measure is due to take effect on January 1, 2027, and does not create a new tax.
