Gugulethu hostel residents say years of sewage and broken toilets have left them living in unsafe conditions

Residents of three hostels in Gugulethu, Cape Town, say they have endured leaking roofs, broken toilets, blocked drains and stagnant sewage for years. He cites illnesses including tuberculosis and says some residents are forced to relieve themselves on the floor when toilets are locked. The municipality says wider hostel transformation plans still depend on external funding.

Public Service: New Details on How to Submit Reclassification Applications

Senegal’s Ministry of Justice says agents eligible for reclassification after completing a degree program at the Judicial Training Centre must submit an individual application addressed to the minister responsible for the civil service, labour and public service reform. Court and prosecution office assistants will be placed in grade B2, court clerks in A2 and court registry administrators in A1. Applications are due by 20 November, and the individual filing process does not alter the government’s commitment to collective reclassification.

Ahead of the Dakar 2026 Youth Olympic Games, Senegal’s Ministry of Land and Air Transport and CETUD announced road closures, diversions and parking restrictions on Corniche Ouest and in Saly and Ngaparou. On Corniche Ouest, closures are scheduled at various times from November 3 to 10, including overnight periods and interruptions lasting as long as 18 hours. Presented by Chief Police Commissioner Idrissa Thiandoum, the plan stems from Prefectural Order No. 393 of October 21, 2026, and is intended to facilitate equipment installation, athlete training and events, particularly cycling. Diversion routes have been set for traffic between Ngor, the Almadies and the city centre.
