James Swan, the UN Secretary-General’s Special Representative and head of MONUSCO, arrived in Goma on Monday, November 2, for consultations in eastern DR Congo. His visit follows the creation of the Front for the Refoundation of the Nation (FRN), led by former president Joseph Kabila and described by its founders as the successor to the AFC/M23. Swan plans to meet FRN representatives, continuing MONUSCO’s previous contacts with the AFC/M23. The consultations concern civilian protection, humanitarian access and ceasefire monitoring, including through the Expanded Joint Verification Mechanism Plus (EJVM+).
