NCC tells Nigerians to dial *315# before buying a phone

The Nigerian Communications Commission (NCC) advises buyers to dial *315# or use its website to check that a phone is type-approved and registered for Nigerian networks. Eduyemi Ogoh, the commission’s director of technical standards and network integrity, says the check is especially important for second-hand and imported phones and uses the device’s IMEI. Type approval applies to a phone model and is the responsibility of manufacturers, vendors or importers, while verification registers each individual device. About 231 million devices already in use before October 7 were registered, and the NCC says its checker does not access users’ calls, contacts or messages.

“One Student, One Computer” Programme: Former Minister Daouda Ngom’s Startling Revelations

Former Higher Education Minister Daouda Ngom told a parliamentary inquiry on Friday that he learned of problems with the “One Student, One Computer” programme three days after taking office on September 15. The programme was not explicitly listed in the handover report, but appeared in a budget table allocating 6 billion CFA francs, of which 3 billion had reportedly been spent. According to Ngom, officials reported coordination failures, breaches of the procedures manual and the circumvention of 2014 decrees. He said contracts for the 2025 edition were awarded without following public procurement procedures.

Meta Employees Say Lula’s Accounts Were Restricted During Brazil Election

Internal messages reported by Brazilian newspaper Folha de S.Paulo say Meta employees acknowledged that restrictions negatively affected President Luiz Inácio Lula da Silva’s Instagram accounts during the election campaign. The messages also reportedly said the platform recommended the profile of Lula’s challenger, Senator Flávio Bolsonaro, and his WhatsApp channel. Meta told Reuters that the technical issues were already public and that the conversations concerned their severity, denying political favoritism. On Thursday, a judge on Brazil’s top electoral court ordered Meta to ensure equal treatment of the two candidates before the October 25 presidential runoff.
