Local government debts: State plans deductions from decentralization grants in 2027

The Cameroonian government plans to deduct from the 2027 General Decentralization Grant the share owed by decentralized local authorities toward repayment of old commercial debts. The measure appears in a joint circular dated October 29, 2026, published on November 4, on preparing municipal and regional budgets. It applies to debts validated by an audit of state and public-entity arrears from 2000 to 2019; the repayment mechanism assigns 70% to the State and 30% to the debtor entities. An audit released in August 2024 put validated commercial debts owed by local authorities at 14.67 billion CFA francs.

The conservative estimate reflects lost tax revenue, inefficient public spending and higher borrowing costs.
