Tensions have continued over Pastef’s proposed laws and the revised budget bill, which Sonko says his party will not support without a legal framework for special funds. After a committee rejected the bill on October 23, the plenary debate was postponed until October 27.

The debate over the amended finance bill (LFR) concerns what President Bassirou Diomaye Faye could do if the National Assembly rejected it. Deputy Amadou Ba argues that rejection is not an exceptional circumstance under Article 52 of the Constitution and cannot justify the use of emergency powers. An analyst distinguishes an explicit rejection, which would rule out adopting the bill by ordinance, from a failure to vote, which could leave that option open to the president. If the initial finance law is not adopted by December 31, the budget is renewed in provisional twelfths, but the legal position on the LFR remains uncertain.
