Millions of Ukrainians at risk of displacement again this winter, IOM warns

The International Organization for Migration (IOM) warns that millions of Ukrainians who returned home after fleeing the fighting may be forced to leave again this winter because of damaged housing, attacks on energy infrastructure and unaffordable heating. The agency estimates that 3.6 million people remain displaced within Ukraine, while 3.8 million have returned to their homes since February 2022. Of those who returned, 1.45 million now live near the frontline, including 565,000 in the Kharkiv region. During the last cold season, only 32% of households could heat their homes adequately, falling to one in four near the frontline.
