Mobile Money: What the BCEAO Reform Changes for Transfers and Wallets

Starting November 2, 2026, a BCEAO reform will raise the mobile-money wallet balance limit for an identified customer from 2 million to 4 million CFA francs and the monthly top-up limit from 10 million to 15 million CFA francs. Interoperable domestic transfers of up to 8,000 CFA francs in total per day will be free, while fees above that threshold will be capped at 0.8%; receiving money will remain free with no transaction limit. Instruction No. 020, signed on October 8, also lowers the share of customer funds that must be held in demand deposits from 75% to 65%, creating a theoretical investment capacity of 192.3 billion CFA francs.
