More than 824,000 of the Western Cape’s 3.5 million voters had been issued ballots by midday on Wednesday, including 524,162 in the Cape Town metro. Provincial Electoral Commission head Michael Hendrickse said all 1,623 voting stations were open, despite delays at some stations caused by technical glitches with voter management devices. The IEC deployed staff, additional voting booths and extra devices to help reduce queues. More than 200 Cape Town voting stations had failed to open on time on Monday after special-vote ballots arrived late.
