Who pays when South Africa’s municipal accounts go unpaid?

Ratepayer representatives and economists say businesses and residents who pay their bills may be bearing the cost of unpaid municipal accounts. Duncan Heafield, vice-chairperson and spokesperson for the Umhlanga Ratepayers & Residents Association, is calling for detailed public data on billing, collections and recoverable arrears across all customer categories. He says higher commercial rates alone do not prove that businesses subsidise households, and city comparisons should account for full bills, valuations, rebates, tariffs and service quality. Without comparable information for three cities, the association cannot assess whether enforcement is equal or quantify disparities.

Mogaji Seye Oladejo, the APC spokesman in Lagos State, questioned Peter Obi’s chances in the 2027 general elections, in which Obi is the Nigeria Democratic Congress’s presidential candidate. In a statement dated October 19, 2026, Oladejo argued that the enthusiasm generated by Obi’s 2023 campaign would not be enough without a lasting political organisation, grassroots mobilisation and a coherent electoral strategy. He also questioned the stability of Obi’s political platform and the Obidient Movement’s ability to sustain its influence. Oladejo cited no independent polls or other empirical evidence showing that support for Obi has declined.

The visit was intended to express sympathy and provide assistance to affected residents. Security analyst Bakatsine said the youths protested persistent attacks in Gwashi and neighbouring communities. Some of the deputy governor’s security personnel reportedly fled as tensions escalated, leaving their vehicle behind.
