National Assembly: Two bills on public services and hygiene declared admissible

On October 16, 2026, the Democratic Republic of the Congo’s National Assembly declared two bills admissible and referred them to committees for review. Presented by Jean Baleke Mugabo, the first would amend the 2016 law governing public services to strengthen transparency, impartiality and service quality. The hygiene bill, initiated by Katembo Thaddée, Kambale Alexandre, Jacques Safari, Jean-Marc Mambidi and Bienvenue Mangoza, contains eight titles and 231 articles and aims to improve sanitation and disease prevention. Assembly President Aimé Boji Sangara urged committees to clarify the division of responsibilities and ensure consistency with existing laws; they have seven days to complete their work.

It also wants updated net reserve figures and evidence that higher revenues are improving healthcare and education.

Gassama recalled the AU’s commitment to regional rotation and said Sall’s record on human rights, democratic governance and financial management was a major obstacle. If confirmed, the withdrawal would be a “crushing failure” for Sall and the states that backed him, he said. Gassama praised efforts by victims of the former regime and their supporters, saying the episode should warn leaders who violate rights and good-governance principles.
