National Assembly: Why Cheikh Diba Requested a New Referral

Senegalese Minister of Economy, Finance and Planning Cheikh Diba requested on Tuesday that the 2026 supplementary finance bill be sent back to committee after the general report was read. He cited Article 84 of the National Assembly’s rules, introduced in 2025, to allow further discussions, subject to a vote by lawmakers. The request followed the Finance and Budgetary Control Committee’s rejection of the bill on October 23; the Pastef parliamentary group, which holds 130 of 165 seats, says guarantees on financial decisions and funding arrangements are inadequate. Its five demands concern social investment, purchasing power, public debt and financial transparency, including details on the allocation of 120 billion CFA francs from the CERP.
