In his speech on August 27, President Félix Tshisekedi clarified that the national dialogue aims to rebuild cohesion in the Democratic Republic of the Congo, while the Doha process is reserved for military issues concerning the AFC/M23. He stated that those who sincerely renounce armed struggle could be included in the national dialogue, provided they commit to condemning violence. The Doha process, supported by Qatar and the United States, remains the framework for addressing hostilities and the disarmament of the AFC/M23.
