The National Land Commission (NLC) has filed a lawsuit to block payment of over Sh1 billion to Carlisle Development Company for a 28-acre parcel of land in Embakasi, Nairobi, reserved for a National Police Service hospital. The NLC argues the land is public and was allocated to the police in the 1990s, and that Carlisle's title was obtained through fraud. The commission seeks cancellation of the title and a declaration that the compensation award is unenforceable.
