The Executive Office of the President revealed that the majority of the KSh14.5 billion pending bills recorded in the 2023/24 financial year were inherited from the defunct Nairobi Metropolitan Services (NMS). Principal Administrative Secretary Arthur Osiya appeared before the National Assembly's Public Accounts Committee on June 16, 2026, stating that only Ksh386 million was incurred by the president's office. Over 97% of the bills are linked to obligations inherited from NMS. Lawmakers were not satisfied, arguing that the responses lacked adequate documentary evidence.
