Peter Kazadi, a member of UDPS, accused Joseph Kabila of signing detention release orders before leaving office, which were carried out during Félix Tshisekedi's presidency. He stated that Tshisekedi's government did not authorize these releases and chose not to block them, fearing some released individuals might join the rebellion. Kazadi also denied that the M23 members in Kinshasa were rebels, claiming they sought reintegration into the patriotic army. He attributed their presence to Ibalanky's initiative, now part of the rebellion.
