Provincial institutional crises: Kinshasa summons leaders from Tshuapa and Mongala and steps up monitoring to prevent contagion

At the 102nd meeting of the Council of Ministers on November 6, 2026, Interior Minister Jacquemain Shabani Lukoo said leaders of institutions in Tshuapa and Mongala had been summoned to Kinshasa for consultations following a resurgence of institutional crises. His ministry is also monitoring other provinces to prevent the tensions from spreading. The Council reviewed an interim report on identifying Mbororo transhumant herders in Bas-Uélé, Haut-Uélé and Nord-Ubangi, in a mission conducted from August 24 to October 16, 2026. The government had also asked provincial assemblies to suspend motions and other initiatives that could fuel tensions with provincial governments.
