Senegal's real estate market ranks 16th out of 19 African markets and 79th out of 88 worldwide according to the 2026 Global Real Estate Transparency Index by JLL, indicating high opacity. The lack of transparency involves data access, rule clarity, and process reliability, which hinder the sector's attractiveness. Several African countries, including Rwanda, Tunisia, Tanzania, Ivory Coast, Algeria, Uganda, Angola, Mozambique, and Ethiopia, share this position. South Africa remains the only African country in the transparent market category, with others classified as semi-transparent or low transparency.
