Road Fund: More than a year after reform, Paul Biya appoints a new director general

President Paul Biya appointed William Azebaze Jiofack director general of the Road Fund in a decree dated November 5, 2026, nearly 16 months after the institution was reorganized. Jiofack had served as an attaché at the presidency’s secretary-general’s office since his appointment in August 2022. He succeeds Aubin Essaie Moussa, a civil engineer and former contracts director at the Ministry of Public Works, who led the fund under its previous structure. A July 2025 decree converted the Road Fund into a special public institution and replaced its management committee and administration with a board of directors and a directorate general.
