Russia: Putin naturalizes Sandy Kola Tolno, Guinean doctor and Russophile figure

Vladimir Putin signed a decree on April 3, 2026, granting Russian nationality to Dr. Sandy Kola Tolno, a Guinean doctor and president of the Guinean branch of the International Russophile Movement. A cardiologist, Tolno led the Sino-Guinean Friendship Hospital and was appointed ambassador of Russian education and science in November 2024. His naturalization is seen as recognition of his merits in scientific and educational fields after years of active cooperation with Russian institutions.
