Senegal: What strategies to address the debt? [Business Africa]

Senegal is accelerating negotiations with international creditors to ease public debt estimated by the IMF at nearly 130% of GDP in 2025. The United States called on October 15 for the debt restructuring to be completed within a year, and creditor banks appointed their financial adviser on October 23. Debt service is expected to rise from 4,435 billion CFA francs in 2025 to 5,498 billion in 2026, while a $2.2 billion financing program with the IMF is under consideration. Dakar aims to reduce repayment pressures without undermining public investment, businesses, or household purchasing power.

Commercial operations are scheduled to begin in the first quarter of 2028; the plants are expected to supply electricity to about 383,000 people and prevent nearly 62,000 tonnes of CO₂ emissions each year. Benin’s first independent solar power generation project will sell electricity to SBPE under long-term purchase agreements and operate under a 20-year concession.
