Sh50m fines, jail terms as Kenya moves to control security-sensitive goods

On April 7, 2026, National Assembly Majority Leader Kimani Ichung’wah introduced the Strategic Goods Control Bill, aimed at regulating the trade of goods that can be used to produce biological, chemical, and nuclear weapons. The bill, which has been in development for over a decade, proposes fines of up to Sh50 million and jail terms of up to 10 years for offenders. A control committee will be established to oversee the trade of these goods and services, in accordance with a national control list provided by the Interior Cabinet Secretary.
